I have the honour to acknowledge the receipt of your Despatch No. 259 dated the 31st August, 1904,
in which you informed me that the question of increasing the salary of Mr. W. Curwen, English Master in the Yaumati Anglo-Chinese School on his transfer to the Saiyingpun Anglo-Chinese School in succession to Mr. W. H. Williams, whom it was proposed to transfer to the Yaumati School on its enlargement, could be considered if and when that transfer took place. I have also to acknowledge the receipt of your Despatch No. 290 dated the 4th October, 1904, approving of the proposals I had made for the establishment of an English School in Victoria, Hongkong.

I have now to put before you a modification of former proposals and ask you to approve of Mr. Williams being appointed to be Head Master of the English School at Victoria at the salary of £330 to £480 by £30 triennially provided for in the Estimates; the initial amount of this salary was regulated by that which has hitherto been drawn by the corresponding Head Master at the Kowloon School.
